  4. 2.1. No entrance fee is required.

     

  5. Scope
  6. 3.1. Participants are required to submit a proposal for software solutions using the available Open Source Technologies. These may include using the following components in from the Open Source Community

    3.1.1. Web and/ or application server
    3.1.2. Database server
    3.1.3.
    Web-based database tool
    3.1.4. Versioning system
    3.1.5. LDAP server
    3.1.6. SMS gateway

    3.2. Participants are encouraged to use other open source technology where applicable.

    3.3. Participants are encouraged to make use of open source software (either ready or to be created by participant in their proposal. The usage of open source software should be clearly stated in the documentation.

    3.4. Components mentioned in the proposal must not have dependencies on commercial products as listed in 3.1.1 or its equivalent.

     

  7. Implementation Timeframe
  8. 4.1. All participants will be given approximately 1 month (1st March 2007 – 31st March 2007) to submit their completed proposal.

     

  9. Deliverables
  10. 5.1. Proposal

    5.1.1. Documentation such as project summary, design specifications, etc. Nevertheless, future expansion features can be stated separately.

    5.2. Proposal Format

    5.2.1. All participants must adhere to the following format for submission.

    5.2.2. Participant details, which must include:

    • Full Name
    • I.C. Number
    • Postal address
    • Email address
    • Contact number
    • Institution Name

    5.2.3. Abstract

    5.2.3.1. A statement identifying the problem, in order to establish the existence of a problem and the need to provide a solution statement of solution, identification of intended audience

    5.2.3.2. A brief statement on the benefits the intended audience will reap from the solution

    5.2.4. Goal and Objectives

    5.2.5. Proposed Activities

    5.2.5.1. An overview of the execution--how the project will be carried out--any innovative approaches, techniques, or processes used

    5.2.5.2. A cost/benefit analysis of then plan

    5.2.5.3. Innovative technologies used (if any) .

    5.2.6. Benefits/Anticipated Outcomes

    5.2.6.1. An explanation on why the solution will work

    5.2.6.2. A description of how the intended audience will reap the benefits from the solution

    5.2.7. Costs

    5.2.8. Conclusion

    5.2.9. References/Notes

    Notes:

    • Participants are to outline issues/problems that can be addressed by the proposed solution.

    • The document should clearly indicate the features of the software solution.

    • Team size can be more than one person, with indication of a principal contact/ developer.

    • Implementation of the project must comply with open source best practices. For more details, please visit http://www.opensource.org.

  13. Evaluation & Results
  14. 7.1. Evaluation of submitted proposals will take approximately 1 week after the closing date.

    7.2. All submissions are to be evaluated based on the following criteria:

    • Practicality
    • Creativity
    • Innovativeness
    • Effort

    7.3. Project Demonstration/ Presentation

    7.3.1. Participants might be called for presentation to the evaluation panel at SAINS' Kuching office, if deem necessary.

    7.4. A Prize Giving Ceremony shall be held by July 2007. All winners shall be informed via email or phone prior to the event, and the result will also be published on our website.

    7.5. All participation entries will be given Certificate of Participation.

     

  15. Rules & Regulation
  16. 8.1. The competition is open for students from Institutions of Higher Learning in Sarawak except the employees of SAINS group of companies.

    8.2. Participant may send in more than one proposal, but only one entry will be considered per person for the competition.

    8.3. The Organizer does not accept any responsibility for late or lost entries due to the Internet or Postal Service. Proof of sending is not proof of receipt.

    8.4. The organizer will not pass on any participant's personal details to any other organization without permission except for the purposes of running the competition which participant has entered.

    8.5. The Organizer’s decision is final in every situation including any not covered above and no correspondence will be entered into.

    8.6. The Organizer reserves the right to cancel the competition at any stage, if deemed necessary in their opinion, and if circumstances arise outside of their control.

    8.7. All references, especially relating open source products must be clearly specified within documentation.

    8.8. Any licenses adopted must adhere to at least one licenses recognized by the Open Software Initiative listed at http://www.opensource.org/licenses/index.php.

    8.9. Participant must not submit any unlawful, harassing, defamatory, abusive, threatening, harmful, obscene, profane, sexually oriented, racially offensive or otherwise objectionable pieces of work, or any work which infringe a third person's copyright.

    8.10. Winner will be contacted personally by e-mail.

    8.11. The Organizer reserves the right to select, edit and arrange submitted projects, and to remove them from the website at any time at its sole discretion.

    8.12. All expenses incurred within the whole implementation cycle of the competition shall be borne by participant. Participants will be deemed to have accepted these rules and to agree to be bound by them when entering this competition.
